In the spring of 2000, Tsunku decided to shuffle all the artists he managed under Hello! Project. In 2001 he repeats the success from last year and splits all the artist he manages into three groups. There were 20 girls in Hello! Project at the time, not counting Sheki-Dol (who hadn’t had their major debut yet), Yuki Maeda (who was managed by Hiroshi Itsuki), and Atsuko Inaba and Yuko Nakazawa who aren’t in the shuffles this year.

The whole purpose of the shuffling and three groups was to see which group would sell the most singles. A kind of motivational learning experience for all of them.

Tsunku decided to have summer festivals as the theme this year, as well as adding the number of girls in the group to the name. 7nin Matsuri (meaning 7 People Festival) consists of Ayaka Kimura and Lehua Sandbo from Coconuts Musume, Asami Kimura from Country Musume, Ayumi Shibata from Melon Kinenbi, solo singer Michiyo Heike, and Maki Goto and Mari Yaguchi from Morning Musume. 10nin Matsuri (meaning 10 People Festival) consists of Mika Todd from Coconuts Musume, Rinne Toda from Country Musume, Hitomi Saito, Megumi Murata and Masae Ohtani from Melon Kinenbi, and Natsumi Abe, Kaori Iida, Kei Yasuda, Nozomi Tsuji and Hitomi Yoshizawa from Morning Musume.

Summer Reggae! Rainbow sold a total of 226.000 copies, and ranked at #6 on the Oricon music charts. That earned 7nin Matsuri #2 in the shuffle competition. Dancing! Natsumatsuri sold a total of 202.660 copies, and ranked at #7 on the Oricon music charts. That earned 10nin Matsuri #3 in the shuffle competition.
